The Purpose of the IOA Code of Ethics
The Code of Ethics defines the essential values that shape professional Ombuds work. These values ensure that Ombuds remain trustworthy, neutral, and grounded in integrity—providing individuals a safe place to express concerns, explore options, and seek clarity.
Core Values
1. Independence
Ombuds operate independently from ordinary organizational structures. This independence protects their ability to serve without influence or pressure, preserving neutrality and trust.
2. Neutrality & Impartiality
Ombuds remain unbiased and do not advocate for any individual or position. Their role is to support fair process, help clarify issues, and offer balanced guidance without favoring any party.
3. Confidentiality
All communications with the Ombuds are strictly confidential. Except in rare cases involving imminent risk of serious harm, an Ombuds does not disclose the identity of visitors or the content of conversations. This confidentiality encourages openness, honesty, and safety.
4. Informality
Ombuds practices are informal and off-the-record. Ombuds do not participate in formal investigations, adjudications, or processes. Instead, they offer a supportive, accessible resource for exploring concerns and identifying possibilities for resolution.
Fundamental Principles
The Code of Ethics also outlines the principles that guide how Ombuds apply core values in their day-to-day work, including:
Acting with integrity and professionalism
Maintaining respect for all individuals
Providing fair and equitable opportunities to share concerns
